WebIn the Microsoft Tenant there is a 'Device Enrollment' setting in 'Tenant Customization'. This was set to 'Unavailable' instead of 'Available with Prompts/Available'. Because of this setting the Company Portal simply kept refusing to show any enrollment options on the iPhones.
